Planlama s\u0131n\u0131rs\u0131z ihtiya\u00e7lar ile s\u0131n\u0131rs\u0131z kaynaklar aras\u0131nda bir dengeyi sa\u011flama mekanizmas\u0131d\u0131r (Hesapc\u0131o\u011flu, 1994). Ak\u0131lc\u0131 bir eylem planlama gerektirir. Plans\u0131z bir yelem etkisiz ve anlams\u0131zd\u0131r. Planlama eyleme anlam kazand\u0131r\u0131r (Fullan, 1982).<\/p>\n<p><strong>\u2022 Planlaman\u0131n Genel \u00d6zellikleri ve \u0130lkeleri<\/strong><br \/>\nPlanlama gelece\u011fe y\u00f6nelik bir \u00e7al\u0131\u015fmad\u0131r, belirli bir d\u00f6nemi kapsar, eylem \u00fczerinde durulur, birbirine ba\u011fl\u0131 kararlar\u0131 birlikte getirir, g\u00f6revlendirilmi\u015f organlar bulunur, ara\u015ft\u0131rmaya dayal\u0131d\u0131r, s\u00fcrekli olmal\u0131d\u0131r, geli\u015ftirilebilir olmal\u0131d\u0131r, k\u0131t kaynaklar\u0131 tutumlu kullanmaya dayal\u0131d\u0131r, yal\u0131n ve net olmal\u0131d\u0131r ve planlamaya kat\u0131l\u0131m olmal\u0131d\u0131r.<\/p>\n<p><strong>\u2022 Planlaman\u0131n A\u015famalar\u0131<\/strong><br \/>\nPlanlama bir s\u00fcre\u00e7tir. Ger\u00e7ekle\u015ftirilmesi gerek nedir, nas\u0131l ger\u00e7ekle\u015ftirilir sorular\u0131na cevap bulunur. Buna ilaveten planlama yap\u0131l\u0131rken ne zaman ne kadar s\u00fcrede kim taraf\u0131ndan nas\u0131l ve kaynaklar\u0131 nereden sa\u011flanacakt\u0131r sorular\u0131na da \u00f6nem verilir.<\/p>\n<p><strong>PLANLAMA S\u00dcREC\u0130<\/strong><br \/>\nBe\u015f a\u015famada de\u011ferlendirilir.
