Ba\u015fka bir manada grup gayretleriyle i\u015flerin ba\u015far\u0131lma sanat\u0131 ve bilimidir. \u00d6rg\u00fct\u00fcn ama\u00e7lar\u0131n\u0131 ger\u00e7ekle\u015ftirmesi i\u00e7in sorun \u00e7\u00f6zme, planlama,\u00f6rg\u00fctleme,koordinasyon gibi fonksiyonlara ili\u015fkin ilke, kavram, teori, model ve tekniklerin sistematik ve bilin\u00e7li bir \u015fekilde maharetler uygulanmas\u0131yla ilgili s\u00fcre\u00e7 ve faaliyetlerin t\u00fcm\u00fcne de y\u00f6netim denir.<br \/>\nK\u0131sacas\u0131 y\u00f6netim bir s\u00fcre\u00e7, bilim ve ayn\u0131 zamanda sanatt\u0131r.<br \/>\nY\u00f6netim, de\u011fi\u015fen durumlarda bozulan dengelerin eskisinden farkl\u0131 bi\u00e7imde kurulmas\u0131 s\u00fcrecidir (A\u00e7\u0131kal\u0131n 1994). Y\u00f6netim insanlar\u0131n i\u015f birli\u011fini olu\u015fturma ve onlar\u0131 bu amaca y\u00fcr\u00fctme i\u015f ve \u00e7abalar\u0131n\u0131n toplam\u0131d\u0131r (Tosun,1996).<br \/>\n\u2022 Farkl\u0131 Y\u00f6netim Yakla\u015f\u0131mlar\u0131<br \/>\nAma\u00e7 Odakl\u0131 Y\u00f6netim (Sorun odakl\u0131,Sonu\u00e7 odakl\u0131) : Bu y\u00f6netim anlay\u0131\u015f\u0131nda ama\u00e7 sorunu \u00e7\u00f6zmektir. Vaktin \u00e7o\u011fu buna ayr\u0131l\u0131r. Bir sorundan di\u011fer soruna ge\u00e7ilir. Belki de sorunlar\u0131n \u00e7o\u011fu tam olarak \u00e7\u00f6z\u00fclmez (\u00d6zden.1998).<br \/>\nS\u00fcre\u00e7 odakl\u0131 y\u00f6netim : Bu anlay\u0131\u015fta performans\u0131n y\u00fckseltilmesi i\u00e7in \u00e7al\u0131\u015fmalar yap\u0131l\u0131r sadece sonuca bak\u0131lmaz sonuca ula\u015f\u0131rken s\u00fcrece \u00f6nem verilir (\u00d6zden,1998). Yanl\u0131\u015f\u0131 kimin yapt\u0131\u011f\u0131 de\u011fil neden ortaya \u00e7\u0131kt\u0131\u011f\u0131 \u00fczerinde durulur.<br \/>\nOtokratik Y\u00f6netim : Ad\u0131 \u00fcst\u00fcnde bask\u0131c\u0131 bir y\u00f6netimdir astlar amirlerine ko\u015fulsuz itaat ederler aksi durumda ceza al\u0131rlar. Bu y\u00f6netimin dayana\u011f\u0131 yasalard\u0131r. Y\u00f6netici en iyi bilen astlar ise pasif ve zorlamayac\u0131 \u00e7al\u0131\u015fmayan denetlenmesi gereken ki\u015filer olarak g\u00f6r\u00fcl\u00fcr (Ba\u015faran,1994).<br \/>\nKoruyucu Y\u00f6netim : Kurumun ama\u00e7lar\u0131ndan \u00e7ok i\u015f g\u00f6renlerin gereksinimlerini kar\u015f\u0131lamak \u00f6n planda tutulur. \u00c7\u00fcnk\u00fc \u0130\u015f g\u00f6renlerin mutlulu\u011fu kuruma daha fazla yarar sa\u011flayaca\u011f\u0131na inan\u0131l\u0131r (Ba\u015faran.1994).<br \/>\nDestek\u00e7i Y\u00f6netim : Bu anlay\u0131\u015fta i\u015f g\u00f6renler desteklenir kurumda etkin sorumlu y\u00f6netime kat\u0131lan olarak varsay\u0131l\u0131r (Ba\u015faran,1994).<br \/>\nBirlik\u00e7i Y\u00f6netim (Collegial) : Kendi kendini y\u00f6netebilen ve denetleyen e\u011fitimli uzman ki\u015filer, tak\u0131m \u00e7al\u0131\u015fmas\u0131yla mesleki co\u015fku ve kuruma y\u00fcksek d\u00fczeyde katk\u0131da bulunaca\u011f\u0131 d\u00fc\u015f\u00fcn\u00fcl\u00fcr (Ba\u015faran,1994).<br \/>\nY\u00d6NET\u0130M B\u0130L\u0130M\u0130N\u0130N KURUMSAL TAR\u0130H\u00c7ES\u0130<br \/>\nY\u00f6netim biliminin temelinde bir \u00e7ok kuramlar bulunmaktad\u0131r. Uygulama yapabilmek i\u00e7in kuramdan daha iyi rehber yoktur (Bursal\u0131o\u011flu, 1994). Y\u00f6netimin \u00f6z\u00fcnde temel unsur olarak insan etkilemek vard\u0131r. \u0130nsan etkilemek i\u00e7in yakla\u015f\u0131mlar insan do\u011fas\u0131na ili\u015fkin varsay\u0131mlar vard\u0131r (Ayd\u0131n, 1991). Baz\u0131 teorisyenler i\u00e7in insan k\u00f6t\u00fc, y\u0131rt\u0131c\u0131, bencil, yar\u0131\u015fmac\u0131, sald\u0131rgan ve y\u0131k\u0131c\u0131 olarak nitelerken baz\u0131 teorisyenler de insan \u00f6zde iyi i\u015f birli\u011fine yatk\u0131n ve erdemli olarak nitelerler.<br \/>\n\u2022 Y\u00f6netim \u0130lke ve Tekniklerinin \u0130lk \u00d6rnekleri<br \/>\nY\u00f6netim biliminin temel kuramlar\u0131n\u0131n geli\u015ftirilmesi end\u00fcstri devrim ile ba\u015flasa da eski d\u00f6nemlerde ki bir \u00e7ok \u00f6rnekten bu kuramlar\u0131n eskiye dayal\u0131 oldu\u011funu anlayabiliriz. \u00d6rne\u011fin S\u00fcmerliler tap\u0131naklar etraf\u0131nda insanlar\u0131 rahiplerin ilke ve kurallar\u0131yla y\u00f6netmi\u015fler, M\u0131s\u0131r da sulama sistemi ve piramitler bir i\u015f g\u00fcc\u00fc organizasyonunun becerisi, Romal\u0131lar da silah tekstil \u00e7anak \u00e7\u00f6mlek imalathanelerinin kurulmu\u015f olmas\u0131d\u0131r. Y\u00f6netimin temelinde insanl\u0131k adalet ilkelerinin benimsenmesi \u00f6nemlidir. Y\u00f6netim alan\u0131nda yaz\u0131lan kitaplar\u0131n bir \u00e7o\u011fu da eskiye uzanmaktad\u0131r.<br \/>\n\u2022 F. Taylor ve Bilimsel Y\u00f6netim Do\u011fu\u015fu<br \/>\nTaylor\u2019a g\u00f6re i\u015f g\u00f6ren, makinenin hareketsiz par\u00e7as\u0131d\u0131r ve iyi programlanmad\u0131\u011f\u0131nda verimsizle\u015fir. Kabaca e\u011fitimsiz ve beceri sahibi olmayan insanlar i\u00e7in tasar\u0131lanm\u0131\u015f ve g\u00fc\u00e7 yap\u0131lanmas\u0131na ba\u011fl\u0131 olan bir yakla\u015f\u0131md\u0131r (Herg\u00fcner,1999). Taylor bilimsel y\u00f6netim temel ilkelerini 6 ba\u015fl\u0131kta toplam\u0131\u015ft\u0131r (Karip,2004). Birincisi i\u015f s\u00fcresi ara\u015ft\u0131rma ilkesi ; buna g\u00f6re her i\u015f i\u00e7in standart s\u00fcre belirlenmelidir. \u0130kincisi par\u00e7a ba\u015f\u0131 \u00f6deme ilkesi ; buna g\u00f6re \u00fcretim miktar\u0131na g\u00f6re \u00f6d\u00fcllendirme ve \u00f6deme yap\u0131lmal\u0131d\u0131r. Ba\u015far\u0131s\u0131zl\u0131klar cezaland\u0131r\u0131lmal\u0131d\u0131r. \u00dc\u00e7\u00fcnc\u00fcs\u00fc performans\u0131n planlamadan ayr\u0131lma ilkesi, D\u00f6rd\u00fcnc\u00fcs\u00fc bilimsel \u00e7al\u0131\u015fma y\u00f6ntemleri ilkesi; buna g\u00f6re i\u015fi \u00f6nce bilimsel olarak a\u00e7\u0131klamak. Be\u015fincisi y\u00f6netsel kontrol ilkesi ; buna g\u00f6re i\u015fi ve i\u015f\u00e7ileri s\u00fcrekli denetlemek. Alt\u0131nc\u0131s\u0131 i\u015flevsel y\u00f6netim ilkesi; buna g\u00f6re \u00f6rg\u00fctler, uzmanlar aras\u0131nda koordinasyonu en iyi \u015fekilde tasarlayacak \u015fekilde sa\u011flamak.<br \/>\n\u2022 H. Fayol ve Y\u00f6netim S\u00fcre\u00e7leri<br \/>\nFayol (1841-1925), \u00f6rg\u00fct\u00fcn y\u00f6netimine bir b\u00fct\u00fcn olarak bakm\u0131\u015ft\u0131r, y\u00f6netimi planlama, \u00f6rg\u00fctleme, emretme, koordinasyon ve kontrol alt s\u00fcre\u00e7leri olarak gruplar.Fayol bu s\u00fcre\u00e7lere rehberlik edecek 14 ilke belirlemi\u015ftir. Bunlar ; i\u015f b\u00f6l\u00fcm\u00fc, yetki, disiplin, emir birli\u011fi, y\u00f6n birli\u011fi, \u00f6rg\u00fct\u00fcn bireyden \u00f6nce gelmesi, adil \u00f6deme, durumuna g\u00f6re de\u011fi\u015febilen merkezi y\u00f6netim, emir komuta zinciri, d\u00fczen, adalet, personelin s\u00fcreklili\u011fi, astlar\u0131n giri\u015fimcili\u011finin desteklenmesi ve birlik ruhudur.<br \/>\n\u2022 L. Gulick ve L. Urwick<br \/>\n1937 y\u0131l\u0131nda y\u00f6netim s\u00fcre\u00e7lerini; planlama, \u00f6rg\u00fctleme, kadrolama, y\u00f6netme, koordine etme, raporlama ve b\u00fct\u00e7eleme alt s\u00fcre\u00e7leri alt\u0131nda form\u00fcle etmi\u015ftir (Bursal\u0131o\u011flu,1985).<br \/>\n\u2022 M. Weber ve B\u00fcrokratik \u00d6rg\u00fct<br \/>\n6 temel boyuta sahip b\u00fcrokrasi modelini geli\u015ftirmi\u015ftir. Bunlar ; i\u015f g\u00f6renler aras\u0131nda b\u00f6l\u00fcmle\u015fme, b\u00f6l\u00fcmler aras\u0131 hiyerar\u015fi, performans\u0131 idare eden kurallar, i\u015f g\u00f6renlerin teknik niteliklerine g\u00f6re se\u00e7ilmesi ve i\u015fin kariyer gerektiren bir unsur olarak g\u00f6r\u00fclmesidir. Weber ayr\u0131ca geleneksel, rasyonel ve karizmatik yetki kavram\u0131 diye 3 tip yetkiden bahseder.<br \/>\nTaylor,Fayol ve Weber klasik y\u00f6netim yakla\u015f\u0131m\u0131n\u0131n temelini olu\u015fturmu\u015flard\u0131r ve bunlar\u0131n yakla\u015f\u0131mlar\u0131nda y\u00f6netici elinde bulundurdu\u011fu insanlardan azami verim elde edecek \u015fekilde i\u015f b\u00f6l\u00fcm\u00fc olu\u015fturarak hedefine eri\u015fmektedir.<br \/>\n\u2022 E. Sosyal sistemlerin temellerinde rollerin normlar\u0131n ve de\u011ferlerin bulundu\u011fu ileri s\u00fcr\u00fcl\u00fcr (Bursal\u0131o\u011flu, 1985).<br \/>\n\u2022 A\u00e7\u0131k Sistem<br \/>\n\u00c7evreden enerji alarak bunu i\u015fleyip \u00e7evreye \u00e7ift olarak sunan sistemdir. A\u00e7\u0131k sistemin dokuz tane temel \u00f6zelli\u011fi vard\u0131r. Bunlar birbirine ba\u011fl\u0131 olarak ve t\u00fcmleyerek bir b\u00fct\u00fcn i\u00e7erisinde a\u00e7\u0131k sistemi olu\u015fturur. Sisteme hi\u00e7bir madde girmiyorsa veya \u00e7\u0131km\u0131yorsa kapal\u0131 sistemdir.<br \/>\n\u2022 Taylor\u2019dan G\u00fcn\u00fcm\u00fcze Y\u00f6netim-\u00d6rg\u00fct Paradigmalar\u0131<br \/>\n1900-1930 aralar\u0131nda b\u00fcrokratik-yap\u0131salc\u0131 yakla\u015f\u0131mlar, 1930-1960 aras\u0131nda insan ili\u015fkileri paradigmas\u0131, 1960-1980 aras\u0131nda sistem kuram\u0131 ve 1980-1990 aras\u0131nda sembolik-k\u00fclt\u00fcrel yakla\u015f\u0131m h\u00fck\u00fcm s\u00fcrm\u00fc\u015ft\u00fcr (Aypay, 2001).<br \/>\n\u2022 Kalite Hareketi ve Toplam Kalite Y\u00f6netimi<br \/>\nBu konuyla ilgili say\u0131s\u0131z \u00e7al\u0131mla yap\u0131lm\u0131\u015ft\u0131r. Bu d\u00fc\u015f\u00fcnce 1940larda Amerika\u2019da do\u011fdu\u011fu halde II.D\u00fcnya Sava\u015f\u0131\u2019ndan sonra Japonya\u2019da uygulanm\u0131\u015f, 1980 y\u0131l\u0131ndan sonra tekrar Amerika\u2019da kabul g\u00f6rm\u00fc\u015ft\u00fcr (Ensari, 1999). Bir\u00e7ok isim bu konuda yapt\u0131klar\u0131 tan\u0131mlamalarla geli\u015fmi\u015f bir y\u00f6netim anlay\u0131\u015f\u0131d\u0131r.<br \/>\n\u2022 W.Edwards Deming<br \/>\nKalitenin \u00f6l\u00e7\u00fclebilir olmas\u0131 ve bunun i\u00e7inde istatiksel kan\u0131tlar\u0131n ortaya konmas\u0131 gerekti\u011fini ileri s\u00fcrer.
