Bu tan\u0131m a\u015fa\u011f\u0131daki \u00f6\u011feleri kapsamaktad\u0131r:<\/p>\n<ul>\n<li>Hukuk bir kurallar b\u00fct\u00fcn\u00fcd\u00fcr.<\/li>\n<li>Bu kurallar sosyal davran\u0131\u015f kurallar\u0131d\u0131r.<\/li>\n<li>Sosyal davran\u0131\u015f kurallar\u0131n\u0131n amac\u0131, sosyal ili\u015fkileri d\u00fczenlemektir.<\/li>\n<li>Bu kurallar\u0131n ge\u00e7erlili\u011fi maddi yapt\u0131r\u0131mlarla sa\u011flan\u0131r.<\/li>\n<li>Bu yapt\u0131r\u0131mlar\u0131 devlet uygular.<\/li>\n<\/ul>\n<p><strong>Okul y\u00f6netimi ve politika<\/strong><\/p>\n<p>Okul y\u00f6neticisi, daha \u00f6nce a\u00e7\u0131klanan politika ve y\u00fcr\u00fctme ilkelerine g\u00f6re,okulun e\u011fitim politikas\u0131n\u0131 \u00e7izmek ve uygulamak zorundad\u0131r.E\u011fitim d\u00fczenimizde,okul y\u00f6neticisinin politika g\u00f6revi \u00e7ok s\u0131n\u0131rl\u0131d\u0131r.Bunun ba\u015fl\u0131ca nedenlerinden biri,yetkisiz olu\u015fu ve \u00e7izdi\u011fi politikay\u0131 ger\u00e7ekle\u015ftirecek,\u00f6zellikle,mali ba\u011f\u0131ms\u0131zl\u0131ktan yoksun bulunu\u015fudur.\u00c7\u00fcnk\u00fc,bir \u00f6rg\u00fct\u00fcn politikas\u0131n\u0131 ger\u00e7ekle\u015ftirecek,en somut koordinasyon ara\u00e7lar\u0131,b\u00fct\u00e7e ve \u00f6denektir.E\u011fitim \u00f6rg\u00fct\u00fcm\u00fczdeki \u00e7e\u015fitli k\u0131s\u0131tlamalar,okul y\u00f6neticilerimize bu imkan\u0131 vermemektedir.Bu nedenle okul-aile birli\u011fi kurulu\u015flar\u0131n sa\u011flad\u0131\u011f\u0131 serbest imkanlar okullarda b\u00f6yle kurulu\u015flar\u0131n hem \u00f6nemini hem geli\u015fmesini art\u0131rm\u0131\u015f bulunmaktad\u0131r.<\/p>\n<p><strong>OKUL Y\u00d6NET\u0130C\u0130S\u0130<\/strong><\/p>\n<p>Bir okulda, ama\u00e7lar\u0131n yerine getirilebilmesi i\u00e7in i\u015f g\u00f6renleri \u00f6rg\u00fctleyen, emirler veren, \u00e7al\u0131\u015fmalar\u0131 y\u00f6nlendirip koordine eden ve denetleyen ki\u015filere okul y\u00f6neticisi denir. Her okul y\u00f6neticisinin amac\u0131, bakanl\u0131\u011f\u0131m\u0131z\u0131n e\u011fitim politikas\u0131 ve ama\u00e7lar\u0131 do\u011frultusunda e\u011fitim kurumlar\u0131n\u0131 ya\u015fatmak ve onu etkili bir bi\u00e7imde i\u015fler durumda tutmakt\u0131r. Bunun i\u00e7inde her okul y\u00f6neticisinin belli yeterliliklere sahip olmas\u0131; g\u00f6rev, yetki ve sorumluluklar\u0131n\u0131n neler oldu\u011funu bilmesi gerekir.<\/p>\n<p><strong>G\u00f6revleri:<\/strong><\/p>\n<p><strong>\u00a0<\/strong>Bir kurulu\u015fta, y\u00f6neticilikle ilgili g\u00f6revler \u00fc\u00e7e ayr\u0131labilir:<\/p>\n<p><strong>1)Temel g\u00f6revler,<\/strong> \u0130\u015fin y\u00fcr\u00fct\u00fclmesi i\u00e7in zorunlu olan g\u00f6revlerdir. Temel g\u00f6revler yap\u0131lmadan i\u015flerin y\u00fcr\u00fct\u00fclmesi zordur.<\/p>\n<p><strong>2)Yard\u0131mc\u0131 g\u00f6revler,<\/strong> i\u015fin sonu\u00e7lanmas\u0131 ve y\u00fcr\u00fct\u00fclmesi i\u00e7in zorunlu olan, ikinci derecede, yard\u0131m etmekle y\u00fck\u00fcml\u00fc g\u00f6revlerdir.<\/p>\n<p><strong>3)Kurmay g\u00f6revleri<\/strong>, y\u00f6neticilere ve \u015feflere yard\u0131m etmekle y\u00fck\u00fcml\u00fc, onlara \u00f6\u011f\u00fctlerde bulunan ve uzmanlar sa\u011flayan g\u00f6revlerdir.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Yetkileri:<\/strong><\/p>\n<p><strong>\u00a0<\/strong>Karar verme ve di\u011ferlerini harekete ge\u00e7irme ya da \u00f6rg\u00fctsel ama\u00e7lar\u0131 ba\u015farmak i\u00e7in belirli g\u00f6revleri yapt\u0131rma hakk\u0131d\u0131r. Bu anlamda yetki, \u00f6rg\u00fctsel eylemin ki\u015fisel olmayan y\u00f6n\u00fcd\u00fcr.Di\u011fer yandan \u201cyetki,di\u011ferlerini etkileme y\u00f6ntemi\u201d olarak tan\u0131mlanmaktad\u0131r.Yetkinin kayna\u011f\u0131 hakk\u0131ndaki g\u00f6r\u00fc\u015fler iki grupta toplan\u0131labilir:<\/p>\n<p>Birinci g\u00f6r\u00fc\u015f \u201cYukar\u0131dan a\u015fa\u011f\u0131ya yetki\u201d g\u00f6r\u00fc\u015f\u00fcn\u00fc savunan bi\u00e7imsel kuramd\u0131r. Bu g\u00f6r\u00fc\u015fe g\u00f6re yetki,yukar\u0131dan a\u015fa\u011f\u0131 kademelere do\u011fru devredilmektedir.<\/p>\n<p>\u0130kinci g\u00f6r\u00fc\u015f<strong>, <\/strong>\u201cA\u015fa\u011f\u0131dan yukar\u0131ya yetki\u201d tezini savunan kabul kuram\u0131d\u0131r. Barnard, Simon gibi insan ili\u015fkilerine \u00f6nem veren yazarlar y\u00f6netsel yetkinin kayna\u011f\u0131n\u0131 astlar\u0131n onu benimseyip kabul etmesinde g\u00f6r\u00fcrler. Di\u011fer bir tan\u0131ma g\u00f6re \u201c sorumluluk, i\u015fe ili\u015fkin faaliyetleri ba\u015farma y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fcd\u00fcr.\u201dBir bak\u0131ma yetki devrinin ayr\u0131lmaz bir par\u00e7as\u0131d\u0131r.Bir i\u015fi kabul ederek g\u00f6revleri yapmay\u0131 benimseyen ki\u015fi sorumluluk y\u00fcklenmi\u015f demektir.Yetki ak\u0131m\u0131 yukardan a\u015fa\u011f\u0131ya do\u011fru olurken sorumluluk a\u015fa\u011f\u0131dan yukar\u0131ya do\u011fru akmaktad\u0131r.<\/p>\n<p>Okul y\u00f6neticileri yasa, y\u00f6netmelik ve emirlerin s\u0131n\u0131rlar\u0131 i\u00e7inde okulun y\u00f6netim, e\u011fitim ve \u00f6\u011fretimle ilgili i\u015flerinden; okul bina ve e\u015fyas\u0131n\u0131n korunmas\u0131ndan, iyi kullan\u0131lmas\u0131ndan, temizlik ve d\u00fczeninden sorumludur.<\/p>\n<p><strong>Yeterlikleri:<\/strong><\/p>\n<p>Bir hizmet dal\u0131nda ya da belirli bir konuda gerekli bilgilere ve becerilere sahip olmaya yeterlik denir.
